Pronouncement N\u00ba 0030<\/p>\n

On April 27, 28, and 29 we met in the Humanitarian, Political, and Social Minga in the territory of dialogue, peace, and coexistence El Pital, Municipality of Caldono, Cauca, intending to ratify in a public way the will to contribute to total peace, in defense of life and territory.<\/p>\n

The objective of the authorities was clear, regardless of the efforts to talk about peace amid the war, the armed groups were summoned to express the need to unblock the conflict and demonstrate to the community their commitment to total peace. The balance is now bleak, they did not come to the Minga, their spokespersons appropriated our words and, the latest events show an open disconnection between their declarations and the actions in our territories.<\/p>\n

Without regard, the war actions were activated on May 3 in the territories of Caldono, Pioy\u00e1, and Jambal\u00f3. What do the communities say? What is the message that these events offer to the region and the country? The varied responses concluded in a painful scene: communities confined by the crossfire, the impossibility of implementing humanitarian actions, and the murder of young John William Vargas Pe\u00f1a, Kiwe Thegnas (indigenous guard), 22 years old.<\/p>\n

The emergency forces us to urgently demand that the national government guarantee the presence of official bodies at the site of the events. In this sense, we support the approach of the authorities of Jambal\u00f3 to demand compliance with Precautionary Measure MC-255 of 2011, contributing to the defense of this territory, seriously affected by the armed conflict.<\/p>\n

These events have produced deep pain, feeding mistrust and the hope of expelling war and walking peace.<\/p>\n

All of the above is framed in a complex context that is convenient for the enemies of peace. Here the indigenous guards are being killed and their presence in Bogot\u00e1 is being defamed by the media. As never before, there is an idea shared by diverse actors of making peace. In contrast, we continue to witness the death of numerous members of our communities. As never before, the government’s political agenda includes transformations to reduce social inequality and violence. And yet, articles of the National Development Plan proposed by indigenous peoples are eliminated and legislative reforms are at risk in the Congress of the Republic.<\/p>\n

These elements weaken the intention of dialogue and threaten consensus, which is increasingly difficult to sustain. The current moment is one of extreme complexity and contradiction. From all corners of power, strategies are being implemented to make an alternative political project of popular orientation unfeasible.<\/p>\n

It is time then to retreat, to remain alert, and to continue the defense of life and territory. We find ourselves at a juncture that forces us to rethink the routes we have traced, to listen to the advice of our wise elders, and to adjust peace actions with a greater degree of connection to our principles of authority and autonomy.<\/p>\n

\u00a0<\/strong>Asfixiar el di\u00e1logo y regar la muerte. Una paz cada vez m\u00e1s dolorosa de caminar<\/strong><\/p>\n

Los d\u00edas 27, 28 y 29 de abril nos dimos cita en la Minga Humanitaria, Pol\u00edtica y Social en el territorio de di\u00e1logo, paz y convivencia El Pital, Municipio Caldono, Cauca, con el objetivo de ratificar de manera p\u00fablica la voluntad de aportar en la paz total, en defensa de la vida y el territorio.<\/p>\n

El objetivo de las autoridades era claro, sin importar los esfuerzos para hablar de paz en medio de la guerra, se convocaba a los grupos armados para expresar la necesidad de desescamar el conflicto y manifestar ante la comunidad su compromiso con la paz total. El balance ahora resulta desolador, no llegaron a la Minga, sus vocer\u00edas se apropiaron nuestras palabras y, los \u00faltimos acontecimientos evidencian una abierta desconexi\u00f3n entre sus declaraciones y las acciones en nuestros territorios.<\/p>\n

Sin miramientos, las acciones de guerra se activaron el 3 de mayo en los territorios de Caldono, Pioy\u00e1 y Jambal\u00f3. \u00bfQu\u00e9 dicen las comunidades? \u00bfCu\u00e1l es el mensaje que ofrecen estos hechos a la regi\u00f3n y al pa\u00eds? Las variadas respuestas concluyeron en una dolorosa escena: comunidades confinadas por el fuego cruzado, la imposibilidad de poner en marcha acciones humanitarias y el asesinato del joven John William Vargas Pe\u00f1a, Kiwe Thegnas (guardia ind\u00edgena) de 22 a\u00f1os.<\/p>\n

La emergencia nos obliga a exigir de manera urgente que el gobierno nacional realice verificaci\u00f3n de presencia de organismos oficiales pertinentes en el lugar de los acontecimientos. En este sentido, acompa\u00f1amos el planteamiento de las autoridades de Jambal\u00f3 de exigir el cumplimiento de la Medida cautelar MC-255 de 2011, aportando en la defensa de este territorio, gravemente afectado por el conflicto armado.<\/p>\n

Estos acontecimientos han producido profundo dolor, alimentando la desconfianza y la esperanza de expulsar la guerra y caminar la paz.<\/p>\n

Todo lo anterior se enmarca en un complejo contexto que resulta conveniente para los enemigos de la paz. Aqu\u00ed se est\u00e1 matando a los guardias ind\u00edgenas y por los medios de comunicaci\u00f3n se difama su presencia en Bogot\u00e1. Como nunca antes hay una idea compartida por diversos actores de hacer la paz. En contraste, seguimos presenciando la muerte de numerosos miembros de nuestras comunidades. Como nunca antes, se plantea en la agenda pol\u00edtica del gobierno realizar transformaciones que reduzcan la desigualdad social y la violencia. Y, sin embargo, se eliminan art\u00edculos del Plan Nacional de Desarrollo propuesto por los pueblos ind\u00edgenas y las reformas legislativas corren riesgo en el Congreso de la Rep\u00fablica.<\/p>\n

Estos elementos debilitan la intenci\u00f3n de di\u00e1logo y atenta contra los consensos, cada vez m\u00e1s dif\u00edciles de sostener. El momento actual es de suma complejidad y contradicci\u00f3n. Desde todos los rincones del poder se ponen en marcha estrategias con el fin de hacer inviable un proyecto pol\u00edtico alternativo de orientaci\u00f3n popular.<\/p>\n

Es momento entonces de replegarnos, mantener la alerta y la acci\u00f3n para continuar la defensa de la vida y el territorio. Nos encontramos en una coyuntura que obliga a repensar las rutas trazadas, escuchar el consejo de nuestros sabios mayores, y ajustar acciones de paz con un mayor grado de conexi\u00f3n con nuestros principios de autoridad y autonom\u00eda.<\/p>\n
