{"id":30860,"date":"2021-05-14T10:48:49","date_gmt":"2021-05-14T15:48:49","guid":{"rendered":"https:\/\/www.cric-colombia.org\/portal\/?p=30860"},"modified":"2021-05-14T10:48:49","modified_gmt":"2021-05-14T15:48:49","slug":"indigenous-peoples-join-the-national-struggle-in-colombias-strike","status":"publish","type":"post","link":"https:\/\/www.cric-colombia.org\/portal\/indigenous-peoples-join-the-national-struggle-in-colombias-strike\/","title":{"rendered":"Indigenous peoples join the national struggle in Colombia&#8217;s strike"},"content":{"rendered":"<h2>The Indigenous guard protects protestors by setting up humanitarian corridors<\/h2>\n<p>Since the first day of Colombia&#8217;s ongoing National Strike, Indigenous peoples have joined the struggle for justice, equality, and health, drawing on their historical experience of resisting discrimination and unfair treatment.\u00a0From the time of the arrival of the European conquerors in Latin America in 1492 and the birth of the Colombian Republic 200 years ago, Indigenous people have been challenging the governments that threaten their sovereignty and rights of self-determination, as recognized by the\u00a0<a href=\"https:\/\/minorityrights.org\/law\/self-determination\/#:~:text=The%20right%20of%20self%2Ddetermination,Charter%20of%20the%20United%20Nations.&amp;text=By%20virtue%20of%20that%20right,economic%2C%20social%20and%20cultural%20development.\">United Nations<\/a>.<\/p>\n<p>Colombia&#8217;s National Strike was initially organized on\u00a0April 28, 2021, against the tax and health reform bills, but it evolved into a social movement prompting support from all over the country. Although the government withdrew the tax reform proposal, popular indignation<a href=\"https:\/\/globalvoices.org\/2021\/05\/08\/street-art-shows-the-clamor-of-the-colombian-people-tired-of-violence-corruption-and-poverty\/\">\u00a0continued<\/a>\u00a0against poverty, corruption, and state-enforced violence.<\/p>\n<div id=\"attachment_736109\" class=\"wp-caption aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-736109 size-large\" src=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-17.58.04-1-450x600.jpeg\" sizes=\"(width: 450px) 100vw, 450px\" srcset=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-17.58.04-1-450x600.jpeg 450w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-17.58.04-1-300x400.jpeg 300w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-17.58.04-1-768x1024.jpeg 768w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-17.58.04-1.jpeg 864w\" alt=\"\" width=\"450\" height=\"600\" \/><\/p>\n<p class=\"wp-caption-text\">Juan Orlando Moriano, Aw\u00e1\u00a0<em>consejero.\u00a0<\/em>Photo taken by Willinton Rodr\u00edguez, used with permission.<\/p>\n<\/div>\n<p>Diana Jembuel, an Indigenous journalist from the Misak people, explained to Global Voices why her\u00a0people supported the strike:<\/p>\n<blockquote>\n<blockquote class=\"td_quote_box td_box_center\"><p>Besides the refusal of the tax and health reform, there is another critical issue: the return of aerial spraying with glyphosate, which impacts crops, land, water resources, and people\u2019s health; in addition to the murder of indigenous leaders.<\/p><\/blockquote>\n<\/blockquote>\n<p>In April 2021, the Colombian government<a href=\"https:\/\/www.mintpressnews.com\/biden-backs-revival-brainchild-plan-colombia-2-0-set-begin-next-month\/276367\/\">\u00a0allowed<\/a>\u00a0Monsanto&#8217;s glyphosate spraying on illicit coca fields after the herbicide had been banned since 2015 due to its potential carcinogenic effect. The European Parliament<a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-9-2021-002196_EN.html\">\u00a0stated<\/a>\u00a0that this measure will \u201cseriously affect ecosystems, biodiversity and community rights\u201d and that this \u201cdecision comes against the background of increasing violence against indigenous and Afro-Colombian populations and defenders.\u201d<\/p>\n<p>The statistics of violence are discouraging. Last year,\u00a0<a href=\"http:\/\/www.indepaz.org.co\/wp-content\/uploads\/2020\/06\/L%C3%ADderes-ind%C3%ADgenas-asesinados.pdf\">Indepaz<\/a>, the Institute of Studies for Peace and Development, reported 269 Indigenous leaders killed from 2016 until June 2020. This year, 20 of the<a href=\"http:\/\/www.indepaz.org.co\/lideres-sociales-y-defensores-de-derechos-humanos-asesinados-en-2021\/\">\u00a060 social leaders<\/a>\u00a0assassinated belonged to Indigenous communities.<\/p>\n<p>Indigenous leaders are murdered, among other reasons, out of defending their ancestral land, which they call Mother Earth, from settlers\u00a0and opposing the presence of\u00a0<a href=\"https:\/\/www.mediacoop.ca\/story\/canadian-us-cannabis-corporations-threaten-colombi\/37068\">multinational corporations<\/a>\u00a0and<a href=\"https:\/\/www.servindi.org\/actualidad-opinion\/16\/07\/2020\/la-paz-es-esquiva-para-el-cauca\">\u00a0drug dealers<\/a>\u00a0on their territory who profit from natural resources.<b>\u00a0<\/b><\/p>\n<p>On May 12,\u00a0\u00a0Misak, Kokonuco, and other Indigenous peoples and Colombians\u00a0marched in Popay\u00e1n to the sound of music:<\/p>\n<div class=\"fluid-width-video-wrapper\"><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/M-POPNKM63g\" name=\"fitvid0\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<h4><b>Indigenous guards protect protestors\u2019 lives<\/b><\/h4>\n<p>During the first week of May, a\u00a0<a href=\"http:\/\/thecitypaperbogota.com\/news\/humanitarian-corridors-established-across-colombia-to-move-essential-supplies\/27396\">humanitarian corridor<\/a>\u00a0was set up in Cali to transfer food and medical supplies after the movement of goods was disrupted by the protests. On May 11 and 12,\u00a0<a href=\"https:\/\/radio1040am.com\/2021\/05\/11\/avanza-el-corredor-humanitario-que-abastecera-a-popayan\/\">another was set<\/a>\u00a0in Popay\u00e1n to deliver fuel on top of other basic goods. Here, Indigenous peoples played a crucial part by setting up the humanitarian corridors with the help of the\u00a0<a href=\"https:\/\/www.cric-colombia.org\/portal\/proyecto-politico\/defensa-vida-ddhh-cric\/guardia-indigena\/\">Indigenous guard<\/a>, unarmed Indigenous men, women, and children who monitor and protect their ancestral lands in coordination with their traditional authorities and communities.<\/p>\n<p>During the strike, the goal of the Indigenous guard is to protect the protestors in different locations. First, it was in Cali where young people protested and now, in Popay\u00e1n.<\/p>\n<div id=\"attachment_736108\" class=\"wp-caption aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-736108 size-large\" src=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-23.39.29-270x600.jpeg\" sizes=\"(width: 270px) 100vw, 270px\" srcset=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-23.39.29-270x600.jpeg 270w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-23.39.29-180x400.jpeg 180w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/WhatsApp-Image-2021-05-10-at-23.39.29.jpeg 576w\" alt=\"\" width=\"270\" height=\"600\" \/><\/p>\n<p class=\"wp-caption-text\">Aw\u00e1 indigenous guard Photo by Clever Bola\u00f1os, used with permission.<\/p>\n<\/div>\n<p>Jhoe Sauca, the legal representative of the Kokonuco people, who are part of the Indigenous Regional Council of Cauca (<a href=\"https:\/\/www.cric-colombia.org\/portal\/\">CRIC<\/a>), told Global Voices why they joined other protestors: \u201cto strengthen the fight.\u201d Sauca continued:<\/p>\n<blockquote>\n<blockquote class=\"td_quote_box td_box_center\">\n<p style=\"text-align: left;\">Based on our experience, we help organize and offer mediation with our Indigenous guard, who organized the<a href=\"https:\/\/fb.watch\/5rARF8JiYA\/\">\u00a0humanitarian corridors<\/a>\u00a0in Cali and Cauca to provide food and fuel despite the attacks against them on Sunday 9 [of May], when at least<a href=\"https:\/\/co.video.search.yahoo.com\/search\/video;_ylt=A2KLfRYhvZlggzgAkUGrcgx.;_ylu=Y29sbwNiZjEEcG9zAzIEdnRpZAMEc2VjA3Nj?p=indepaz+nueve+heridos+en+cali&amp;fr=mcafee#id=1&amp;vid=bfea801336387fbc6f44b4f43364b96b&amp;action=view\">\u00a0nine people<\/a>\u00a0were injured.<\/p>\n<\/blockquote>\n<\/blockquote>\n<p>Meanwhile, in the southwest of the country, in the Nari\u00f1o province, Indigenous men and women protest on the streets. One of them is Juan Moriano, an Indigenous\u00a0<i>consejero,\u00a0<\/i>a community leader of the Aw\u00e1 People and also an Indigenous guard.<\/p>\n<p>Juan Moriano told Global Voices that they have declared themselves in\u00a0<a href=\"https:\/\/www.cric-colombia.org\/portal\/la-minga-es\/\"><em>Minga<\/em><\/a>,\u00a0which refers to a collective community practice to support different social causes:<\/p>\n<blockquote>\n<blockquote class=\"td_quote_box td_box_center\"><p>Our Indigenous guard is here to defend\u00a0the life and collective interests, and also to inspire young Indigenous people to keep this peaceful practice of protection. On April 28, when the National strike started, we declared ourselves in\u00a0Minga\u00a0with the purpose of unifying\u00a0 forces demanding the Iv\u00e1n Duque&#8217;s government to stop aerial spraying with glyphosate, the health reform, and to fulfill its obligations emanating from the<a href=\"https:\/\/www.cancilleria.gov.co\/sites\/default\/files\/cartillaabcdelacuerdofinal2.pdf\">\u00a0Peace Agreement signed in 2016.<\/a><\/p><\/blockquote>\n<\/blockquote>\n<p>The Aw\u00e1 people continued to protest on the streets of\u00a0Nari\u00f1o\u00a0against the murder of its people, the numbers now estimated at\u00a0<a href=\"https:\/\/www.onic.org.co\/comunicados-regionales\/4163-continua-la-crisis-humanitaria-que-vive-nuestro-pueblo-awa-dos-jovenes-desaparecidos\">42<\/a>, as well as the disappearances and\u00a0<a href=\"https:\/\/www.acnur.org\/noticias\/historia\/2017\/12\/5af2e9d16f\/desplazados-de-sus-tierras-los-awas-de-colombia-luchan-por-su-sobrevivencia.html\">forced displacement<\/a>\u00a0of hundreds of Aw\u00e1 people from their land.<\/p>\n<p>Claudia Pai, a\u00a0<i>consejera<\/i>\u00a0for\u00a0families and women at the Aw\u00e1&#8217;s main organization, the<a href=\"https:\/\/en.wikipedia.org\/wiki\/Awa-Kwaiker\">\u00a0Indigenous Unity of Aw\u00e1 People<\/a>\u00a0(Unipa), expressed that it is important to defend their rights in Colombia&#8217;s multicultural state, where the right to life, dignity, and territory should prevail.<\/p>\n<blockquote>\n<blockquote class=\"td_quote_box td_box_center\"><p>There is still cultural racism and even more [discrimination] towards women. For this reason, it is relevant to make visible our rights, and adhere to the Minga protecting our great territory, Katsa Su.<\/p><\/blockquote>\n<\/blockquote>\n<p>While this is happening in Nari\u00f1o, Mar\u00eda Montano, a Misak vicegovernor of a reserve in Morales in Northern Cauca told Global Voices that dismantling conquerors\u2019 monuments is another act of resistance because the colonizers carried out the<a href=\"https:\/\/en.wikipedia.org\/wiki\/Genocide_of_indigenous_peoples#Spanish_colonization_of_the_Americas\">\u00a0extermination of Indigenous people<\/a>.<\/p>\n<div id=\"attachment_736111\" class=\"wp-caption alignright\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-736111 size-large\" src=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/2-1-800x471.jpg\" sizes=\"(width: 800px) 100vw, 800px\" srcset=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/2-1-800x471.jpg 800w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/2-1-400x236.jpg 400w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/2-1-768x452.jpg 768w, https:\/\/globalvoices.org\/wp-content\/uploads\/2021\/05\/2-1.jpg 1087w\" alt=\"\" width=\"800\" height=\"471\" \/><\/p>\n<p class=\"wp-caption-text\">Toppling down of Sebasti\u00e1n de Belalcazar monument in Cali on April 28. Photo by AIS0 Communications, used with permission.<\/p>\n<\/div>\n<p>Last year, the Misak people<a href=\"https:\/\/es.globalvoices.org\/2021\/01\/12\/por-que-se-derrumban-las-estatuas-coloniales-en-america\/\">\u00a0toppled<\/a>\u00a0the monument built in honor of conquistador Sebasti\u00e1n de Belalcazar in Popay\u00e1n, the capital city of Cauca, a province strongly impacted by violence against Indigenous leaders. During the current strike, the Misak\u00a0removed two more: the statue of Belalcazar<a href=\"https:\/\/www.elpais.com.co\/multimedia\/videos\/asi-fue-como-derribaron-el-monumento-de-sebastian-de-belalcazar-de-cali.html\">\u00a0in the southwestern city of Cali<\/a>\u00a0and the statue of\u00a0\u00a0<a href=\"https:\/\/www.dw.com\/es\/ind%C3%ADgenas-colombianos-derriban-estatua-de-conquistador-espa%C3%B1ol-en-bogot%C3%A1\/a-57467325\">Gonzalo Jimenez de Quesada<\/a>\u00a0the founder of\u00a0 Bogot\u00e1, the capital city of Colombia.<\/p>\n<p>While many people understand<a href=\"https:\/\/globalvoices.org\/2021\/04\/12\/in-latin-america-mental-health-can-only-be-achieved-through-collective-memory\/\">\u00a0the need to rewrite historical narratives<\/a>\u00a0from the perspective of historically oppressed peoples, other Colombians\u00a0<a href=\"https:\/\/www.infobae.com\/america\/colombia\/2021\/04\/29\/20-policias-heridos-vandalismo-y-hasta-una-estatua-derribada-el-balance-de-las-protestas-en-cali\/\">denominated<\/a>\u00a0these actions as vandalism.<\/p>\n<p>Mar\u00eda Montano responded to this criticism:<\/p>\n<blockquote>\n<blockquote class=\"td_quote_box td_box_center\"><p>We are not vandals, Sebasti\u00e1n de Belalcazar was a rapist, a murder\u2026 Conquerors stole our land. It is why the<a href=\"https:\/\/www.facebook.com\/recuperarlatierrapararecuperarlotodo\/\">\u00a0Movement of Indigenous Authorities of South-West Cauca<\/a>\u00a0reject these monuments.
