Los pueblos y autoridades tradicionales del Consejo Regional Indígena del Cauca –CRIC- rechaza rotundamente el acceso de fuerza y tratamiento militar que realiza el Gobierno de Juan Manuel Santos a través del Escuadrón Móvil Antidisturbios Esmad contra las comunidades de la Asociación Campesina del Catatumbo, Ascamcat, que iniciaron en el día de hoy 25 de octubre del presente año, acciones de movilización en más de 11 Municipios del Catatumbo.

La única alternativa que tienen las comunidades para exigir sus derechos fundamentales, es a través de la movilización social, porque no existe otra salida para las poblaciones olvidadas de este País. La política económica del Gobierno Nacional cada vez está empobreciendo más a las comunidades rurales. En tiempos de paz están matando a los líderes sociales y campesinos en el país, ya se pueden contar cerca de 125 asesinatos selectivos por parte de grupos paramilitares y también por la fuerza pública (Policía y Esmad) en este año 2017.

También, repudiamos el vil asesinato del gobernador indígena AULIO ISARAMA FORASTERO y el secuestro de JHON ERIBERTO ISARAMA FORASTERO, quienes ejercían como gobernador y docente respectivamente del Resguardo Indígena Catru, Dubaza, Ancoso del Municipio de Alto Baudó, pertenecientes al Pueblo Embera Dóbida. Donde a través de un comunicado público de las autoridades indígenas de la ASOCIACIÓN OREWA, FEDEOREWA, CRICH, OICH Y WOUNDEKO. Denuncian que a eso de las 5:00 pm, del 24 de octubre de 2017, el gobernador AULIO ISARAMA FORASTERO, se encontraba realizando las actividades en su comunidad, cuando aproximadamente cinco hombres armados identificados con prendas del ELN, del frente Resistencia Cimarrón, lo intimidan y se lo llevan bajo engaño, diciendo que van a hablar con los jefes de ellos. Posteriormente, este grupo armado envía la razón a la Comunidad, que pueden ir a reclamar el cuerpo.

Por otro lado, a través de un panfleto del grupo paramiliar “Águilas Negras” que circula por las redes sociales, dan una sentencia de muerte a las autoridades indígenas, lideres y defensores de derechos humanos del Cauca que salgan apoyar la movilización este 30 de octubre del presente año.

No toleramos, la actuación de agentes de la Policía Nacional donde en el día de hoy 25 de octubre del presente año, a través de un video, se evidencia el uso desmedido de la fuerza, el cual agreden a cerca de 30 compañeros indígenas Embera donde habían niños y mujeres que se encuentran en situación de desplazamiento en la Ciudad de Bogota D.C.

La situación es compleja para los pueblos indígenas y procesos sociales del Cauca y Colombia, por ese motivo desde la Minga de Resistencia por el territorio, la dignidad y cumplimiento de acuerdos que estará liderando las 125 autoridades tradicionales del CRIC a partir del 30 de octubre del presente año, le exigimos al Gobierno Nacional:

  • Garantías necesarias para el ejercicio de la protesta social y comunitaria contemplada en la Constitución Nacional, en el marco de las movilizaciones sociales que se adelantan en varias regiones del País, sobre todo con las comunidades de la Asociación Campesina del Catatumbo, Ascamcat. También solicitamos garantías para los pueblos indígenas que realizaremos la Minga de Resistencia por el territorio, la dignidad y cumplimiento de acuerdos a partir del 30 de octubre del 2017 por parte del Consejo Regional Indígena del Cauca –CRIC- en respaldo y apoyo a los sectores sociales y populares de esta región del Sur Occidente Colombiano y del País.
  • Desmonte real de los grupos paramilitares (Águilas Negras, entre otros), respeto a los territorios, procesos y organizaciones sociales, garantía y protección de los derechos fundamentales de los pueblos indígenas, sectores sociales y populares del País. Si no se avanza efectivamente en estos aspectos, es muy difícil hacer efectiva y real la paz en los territorios.
  • Implementar medidas urgentes, para garantizar la vida e integridad de autoridades tradicionales, líderes, periodistas, profesores, dirigentes de organizaciones indígenas y sociales y comunidades del Cauca, que han sido declarados objetivo militar por grupos paramilitares.
  • A la Fiscalía General de la Nación, Procuraduría y Defensoría del Pueblo, para que investiguen este asesinato del Gobernador AULIO ISARAMA FORASTERO pertenecientes al Pueblo Embera Dóbida, del Choco de manera diligente, determinen quienes son los responsables materiales e intelectuales de este hecho y los sancione enérgicamente.

Desde la Minga de Resistencia por el territorio, la dignidad y cumplimiento de acuerdos del CRIC, manifestamos nuestro respaldo y apoyo a todos los procesos sociales que se encuentran realizando diferentes acciones de exigencia reivindicativas y en defensa de la vida. Los invitamos a continuar fortaleciendo sus luchas en cada uno de los puntos donde se encuentran en el País y este 30 de octubre del presente año nos uniremos para seguir consolidando nuestros procesos organizativos para una transformación social, económica y política de este País.

CRIC demands guaranties and respect for the social mobilization that will take place in various regions of the country

The people and the traditional authorities of the Regional Indigenous Council of Cauca – CRIC – profoundly reject the use of force and military operations realized by the government of Juan Manuel Santos through the Mobile Anti-Disturbances Squadron (ESMAD), against the communities of the Farmer’s Association of Catatumbo (Ascamcat) after they initiated mobilizations in more than 11 municipalities of Catatumbo the 25th of October this year.

The only way these communities can demand their fundamental rights is through social mobilization. There is no other option left for the forgotten people of this country. The economic policy of the national government is increasingly impoverishing the rural communities. In times of peace they are killing social leaders and farmers – so far this year 125 selective assassinations have been executed by paramilitary groups, but also by the public force (the police and ESMAD)

Furthermore, we denounce the assassination of the indigenous leader Aulio Isarama Forastero and the kidnapping of Jhon Eriberto Isarama Forastero who respecitvely carried out the roles as governor and teacher of the indigenous territories Catru, Dubaza and Ancoso of the municipality Alto Baudó and the Embera Dóbida people. Thus, through a public announcement on behalf of the indigenous authorities from the Asociacion Orewa, Fedeorewa, Crich, Oich and Woundeko, they announce that at 5 p.m. on the 24 of October 2017, the governor Aulio Isarama Forastero was carrying out activities in his community, when approximately five armed men in ELN-uniforms (National Liberation Army), from the ELN fraction “Resistencia Cimmarrón”, arrived, intimidated him and said he needed to come with them to talk to their leaders. After this, the armed group sent a message to his community, saying they could come and reclaim his body

Moreover, through a pamphlet made by the paramilitary group “Águilas Negras” (Black Eagles), which is circling on social media, a death sentence is directed at the indigenous authorities, leaders and human rights defenders of Cauca who support the mobilization of the 30th of October this year.

We do not tolerate the excessive use of force by agents of the national police on the 25th of October this year, which is made evident through a video. The agents assault close to thirty Embera indigenous people, in a place where children and women were present. They were then in displacement in the city of Bogotá, D.C.

The situation is complicated for the indigenous communities and the social movements in Cauca, and in Colombia in general. Due to this, through the Minga (rally) of resistance for territory, dignity and fulfillments of agreements, which will be led by the 125 traditional authorities of CRIC starting from the 30th of October this year, we demand the following of the government:

  • Guarantees to ensure the right to social and collective protest as enshrined in the national constitution, within social movements making progress in different regions of the country, especially the communities of the Farmers Association of Catatumbo, Ascamcat. We also request security guarantees for the indigenous peoples who will carry out the Minga (rally) of Resistance for territory, dignity and fulfilment of agreements from October 30 2017 on behalf of the Regional Indigenous Council of Cauca (Consejo Regional Indígena del Cauca – CRIC) with the support and help of social and popular sectors/movements of the Colombian South Western region and the rest of the country.
  • Actual demobilisation/dismantlement of paramilitary groups (The Black Eagles among others), respect for territory, processes and social organisation, guarantee and protection of fundamental rights of indigenous peoples, social and popular sectors/movements of the country. If no progress is made concerning these points, it will be very difficult to create real and lasting peace in the territories.
  • Implement urgent measures to guarantee the life and integrity of the traditional authorities, leaders, journalists, professors, leaders of indigenous and social organisations and communities of Cauca, whom have been declared military targets of paramilitary groups.
  • That the Attorney General, the Public Prosecutor and the Ombudsman investigate the assassination of governor Aulio Isarama Forastero from the Embera Dóbida community in Choco, in a diligent way, and that they ascertain the ones responsible of the killing and the minds behind it, and punish them accordingly.

From the Minga of Resistance for territory, dignity and fulfilment of agreements of CRIC, we manifest our support and help to all social movements that engage in different actions for demands and in defense of live. We invite all to keep strengthening their resistance all over the country, and the 30th of October this year we unite to continue consolidating our organizational process in transforming this country both socially, economically and politically.
